Program Overview

The EKBIA CPTED Rebate Grant is designed to support local businesses in improving safety, reducing vulnerability to crime, and enhancing the overall commercial environment. Through this program, eligible businesses can receive financial support to implement security improvements that are identified through a free Crime Prevention Through Environmental Design (CPTED) assessment.

This initiative recognizes that small businesses are facing increasing challenges related to property crime and safety, and aims to provide practical, accessible tools to help protect staff, customers, and property while contributing to a safer and more welcoming district. The program is designed to reduce “Opportunity Crime” and is focused on building facades and exteriors only.

This approach aligns with best practices seen in comparable programs, where funding is tied directly to CPTED-informed improvements to ensure investments are effective and evidence-based

  • Improve safety and reduce opportunities for crime in East Kamloops
  • Provide direct BIA impact to members
  • Support businesses in implementing proactive, preventative security measures
  • Enhance the overall appearance and vibrancy of the commercial area
  • Encourage participation in CPTED assessments as a foundational safety tool
  • Strengthen partnerships between businesses, the BIA, and community safety stakeholders
  • Align with Impactful Programs and Community Development Strategic Priorities

Funding Structure

  • Businesses may receive a rebate of up to $2000 each 
  • Funding is provided on a reimbursement basis upon completion of CPTED assessment recommendations and subsequent improvements 
  • Each business is eligible for one rebate per program intake period

Application Process

  • The CPTED Rebate Grant application will be open from May 6th 2026, to November 30th 2026, or funds are exhausted.

  • The EKBIA will review applications on a first-come, first-served basis and approve as many as possible. Successful applicants will be notified within 14 days of applying.
  • Only one application per business and/or property will be accepted.
  • Upon review and project approval, a letter of agreement will be issued detailing terms of conditions and the amount of funding approved.
  • Payment of claims will be provided upon the proof of payment for the project. The submission invoices/or receipts EKBIA will be required. Photo proof will also be required upon completion of the project.
  • All applications must comply with the City of Kamloops regulations. If approval from a property owner is required, a copy of the approval in writing must be provided.
  • Funds can cover updates based upon actioned CPTED reports from May 2025-November 2026.
  • The EKBIA reserves the right to turn down an application if it doesn’t align with the objectives.

Eligibility Criteria

Eligible applicants must:

  • Be a licensed commercial business located within the East Kamloops BIA boundary. Work from home businesses, and residential applications will not be eligible.
  • Complete a free CPTED assessment prior to applying. This is provided by City of Kamloops/RCMP staff. Contact  Email to begin your process.
  • Have implemented improvements that directly align with CPTED recommendations 
  • Obtain any required permissions (e.g., landlord approval, permits) before commencing work
  • Provide proof of costs incurred via receipts or invoices.
  • Improvements must be for ground level businesses (i.e. no second floor businesses)

Eligible Rebate Improvements

  • Security cameras and monitoring systems
  • Exterior lighting improvements
  • Reinforced doors, locks, or windows
  • Security gates, grills, or shutters
  • Anti-graffiti coatings or protective treatments
  • Landscaping modifications to improve sightlines
  • Updated signage for first responders
  • Other physical security enhancements that improve natural surveillance and access control
  • Façade and exterior safety improvements

Ineligible Rebate Improvements

  • Improvements not related to the CPTED assessment
  • General maintenance or aesthetic upgrades not related to safety
  • Improvements made to the interior of the building
  • Ongoing operational or subscription costs (e.g., monitoring fees)
  • Expenses related to second floor businesses
